A standing Senate committee produces continuously (hearing notices, press releases, statement cards, section-by-section analyses, memos, social banners, a SharePoint intranet) and had no shared standard governing any of it. Every document was set by whoever was fastest, in whatever was installed.
The constraint was never taste. It was throughput under an approval chain: routine assets have to ship in 48 hours, new work in two weeks, on machines nobody can install software on, by staff who are not designers and should not have to be. A standard that needs a designer in the room is not a standard.
I built a governed kit instead of a look, and made the tools the deliverable.

Cormorant Garamond carries display; IBM Plex Sans carries body, labels, and data; IBM Plex Mono handles tabular and legislative numbering. Source Serif 4 and Great Vibes exist for the two ceremonial cases that need them and nowhere else. Variable and static weights both ship, because half the machines can't use variable fonts.
Installation is one double-click: a shell script that copies every TTF into the user font library with no admin password. That detail is the whole difference between a type system and a PDF about a type system.
